That's the idea, but specifically, the outer ring represents the 24-hour day, and the words appear in the portion of the ring representing the hours when the sun is down or too low for the the dial to "speak". The words belong to the dial's legend, it's hour markers.
Without the light of Jesus (the sun/Son) the proper time cannot be known? I haven't read any of the other comments so don't know what anyone else has said.
I'm afraid the direct answer to the question is rather more down to earth, and Kitten has found it in spite of my attempts at misleading hints. The key is to look at the entire outer ring of the dial, top to bottom, and see what it represents. But I think what you suggest is at least implied by Gen. 1:14-19.
You are dangerously close, as usual, and the darkness hanging over us has become literal. But focus on just the outer ring of the dial. What do the words at the bottom of the ring have in common with the other markings in its upper part?
This garden has been through so much. So many changes. And yet it has been a sanctuary for the two of us, and for our two cats for the 15 years they were with us. The area to the immediate left in the photo was once a quarter of a labyrinth, with its very short walls formed by curving planters, although the sage and the trees kept claiming the path as their own, making the walk somewhat challenging.
Birds would nest in the trees in the spring, and challenge anyone human or feline who came through. They also enjoyed lighting on the gnomon and pooping on the sundial. There is a bird bath for them, visible somewhat in the distance to the right of center in the lower photo, but it is dry now, and the sundial face has been staying clean.
There is another garden in the front, still mostly California natives, I believe. Milkweed was growing there for the Monarchs, but they are gone and now so is the milkweed.
I'm not physically up to gardening. The handle of my cane rests against the pedestal in the upper photo. Photographing the flowers, of which there are many, would be difficult, but that's your job anyway!
Never boring. Much of the time your photos are the closest I come seeing to flowers. No bending over!
I hadn't considered the moon creating its own light. I've noticed that the moonlight has changed (just as the sunlight has) causing the stars to sometimes disappear as the moon lights the entire sky. And then there is the light in the sky at night when the moon is not showing. Signs in the heavens.
And YES, that's the answer to the question. The outer ring represents the 24-hour day, and the larger upper portion of the ring contains the hour and half-hour markers for the hours when there may be enough sunlight for the sundial to "tell" the time. During the early hours the sundial is "silent", and the lower words are the marker for those hours.
The sundial cannot show the time ("speak") when there is no sun. Night or clouds.

Ahhhh. Thanks!

the sundial doesn’t work without the sun like on a cloudy day?
things have gotten really dark haven’t they… being outdoors essential to sanity!

are the words located where the dark hours would be? I am fascinated by the moon creating it’s own light (not reflected sunlight)
I love to take photos of flowers… glad that you’re not bored of them!😹
